វិទ្យាស្ថានចក្ខុវិស័យអាស៊ី (AVI) និងក្រុមប្រឹក្សាទឹកអាស៊ី (AWC) បានចុះហត្ថលេខាជាផ្លូវការនៅថ្ងៃទី២៨ ខែកុម្ភៈ ឆ្នាំ២០២៥ លើអនុស្សរណៈនៃកិច្ចព្រមព្រៀង (MoA) ដើម្បីជំរុញកិច្ចសហប្រតិបត្តិការលើចីរភាពទឹក ការកសាងសមត្ថភាព និងការស្រាវជ្រាវនៅក្នុងប្រទេសកម្ពុជា និងអាស៊ី។ ពិធីនេះប្រព្រឹត្តទៅក្រោមអធិបតីភាព ឯកឧត្តម សួស យ៉ារ៉ា សមាជិកសភា និងជាអនុប្រធានក្រុមប្រឹក្សាភិបាលទឹកនៃសភាអាស៊ី (AAWC) និង ឯកឧត្តមបណ្ឌិត Yun Seog-dae ប្រធាន AWC និងជានាយកប្រតិបត្តិសាជីវកម្មរដ្ឋករទឹកកូរ៉េ K Water។ កិច្ចព្រមព្រៀងនេះបានចុះហត្ថលេខាជាផ្លូវការដោយ លោកបណ្ឌិត ឆេង គឹមឡុង ប្រធានវិទ្យាស្ថានAVI និង លោកបណ្ឌិត Cho Yong-deok អគ្គលេខាធិការAWC។
ពិធីចុះហត្ថលេខានេះគឺជាព្រឹត្តិការណ៍ដ៏សំខាន់មួយរបស់ស្ថាប័នទាំងពីរក្នុងការរួមចំណែកដល់ការអភិវឌ្ឍវិស័យទឹករបស់កម្ពុជា ពីព្រោះទឹកគឺជាអាទិភាពមួយក្នុងចំណោមអាទិភាពទាំងប្រាំរបស់រាជរដ្ឋាភិបាលកម្ពុជា ដូចដែលបានបង្ហាញនៅក្នុងយុទ្ធសាស្ត្របញ្ចកោណ-ដំណាក់កាលទី១។ តាមរយៈអនុស្សរណៈនៃកិច្ចព្រមព្រៀងនេះ ស្ថាប័នទាំងពីរនឹងធ្វើការរួមគ្នាលើគំនិតផ្តួចផ្តើមស្រាវជ្រាវ កិច្ចពិភាក្សាគោលនយោបាយ និងកម្មវិធីកសាងសមត្ថភាព ដើម្បីគាំទ្រ និងលើកកម្ពស់ការដល់ការគ្រប់គ្រង និងដំណោះស្រាយប្រកបដោយចីរភាពលើវិស័យទឹក។
ផ្នែកសំខាន់ៗនៃកិច្ចសហប្រតិបត្តិការនេះរួមមានការស្រាវជ្រាវលើចីរភាពទឹក នវានុវត្តបច្ចេកវិទ្យា និងការការពារបរិស្ថាន សហការអភិវឌ្ឍគម្រោងដើម្បីដោះស្រាយបញ្ហាប្រឈមរបស់ទឹកនៅកម្ពុជា និងអាស៊ី។ ភាគីទាំងពីរមានបំណងធ្វើការរួមគ្នាដើម្បីគាំទ្រដល់គំនិតផ្តួចផ្តើមទស្សនៈវិស័យ និងវិបុលភាពទឹករបស់កម្ពុជា ការចូលរួមក្នុងព្រឹត្តិការណ៍ និងសិក្ខាសាលាទឹកអន្តរជាតិ។
ភាពជាដៃគូរវាងAVI និងAWC តំណាងឱ្យចក្ខុវិស័យរួមគ្នានៃការបង្កើតចំណេះដឹង និងការសហការគ្នាជាយុទ្ធសាស្ត្រដើម្បីដោះស្រាយបញ្ហាប្រឈមក្នុងវិស័យទឹកនៅកម្ពុជា និងសកលលោក។ កិច្ចសហការនេះនឹងដើរតួនាទីយ៉ាងសំខាន់ក្នុងការពង្រឹងសន្តិសុខទឹករបស់អាស៊ី និងជំរុញដំណោះស្រាយប្រកបដោយចីរភាពសម្រាប់មនុស្សជំនាន់ក្រោយ។
សូមគូសបញ្ជាក់ថា វិទ្យាស្ថានចក្ខុវិស័យអាស៊ី (AVI) មានអាណត្តិក្នុងការលើកកម្ពស់សង្គមប្រកបដោយបរិយាបន្ន ចីរភាព និងវិបុលភាព ហើយ ក្រុមប្រឹក្សាទឹកអាស៊ី (AWC) គឺជាស្ថាប័នអន្តរជាតិឈានមុខគេមួយក្នុងការលើកកម្ពស់ការគ្រប់គ្រងទឹកប្រកបដោយចីរភាព ដោះស្រាយបញ្ហាប្រឈមទឹកជាសកល និងសម្របសម្រួលកិច្ចសហការរវាងភាគីពាក់ព័ន្ធក្នុងវិស័យទឹក។
The Asian Vision Institute (AVI) and the Asia Water Council (AWC) officially on 28th February 2025 signed a Memorandum of Agreement (MoA) to enhance cooperation in water sustainability, capacity building, and research in Cambodia and across Asia. The event was presided over by His Excellency Mr. Suos Yara, MP, Vice-President of Asia National Assembly Water Consultative Board (AAWC), and His Excellency Dr. Yun Seog-dae, chairman of the AWC and Executive Director of K-Water. The agreement was formally signed by Dr. Chheng Kimlong, President of AVI, and Dr. Cho Yong-deok, Secretary General of AWC.
The signing ceremony marks a significant milestone of the two institutions in contributing to Cambodia’s water sector development as water is one of the five priorities of the Royal Government of Cambodia as illustrated in the Pentagonal Strategy – Phase I. Under the MoA, both organisations will work together on joint research initiatives, policy dialogues, and capacity-building programs to support sustainable water management and promote innovative solutions.
Key areas of collaboration including research on water sustainability, technology innovation, and environmental protection; co-development of projects to tackle water challenges in Cambodia and Asia. Both side aim to work together to support for Cambodia’s Water Vision and Prosperity Initiative; joint participation in international water events and workshops.
The partnership between AVI and AWC represent a shared vision of knowledge co-creation and strategic collaboration to address water challenges in Cambodia and beyond. It will play a crucial role in strengthening Asia’s water security and advancing sustainable solutions for future generations. We would like to highlight that AVI has a mandate to promote inclusive, sustainable, resilient and prosperous society, while the AWC is a leading international organization dedicated to promoting sustainable water management, addressing global water challenges, and facilitating collaboration among stakeholders in the water sector.
