Importing Skills and Institutional Innovation in Cambodia

This article suggests that the long-term process of domestic skill development should begin now, and it needs to be supplemented by importing talents and skills from other countries. That is because it will take a long time to develop a standard ecosystem supportive of domestic skill development on our own.
