Mr. Ou Phannarith holds a Master’s degree in Business Administration from Build Bright University in 2006 and two Bachelor’s degrees: Bachelor’s degree of Science majoring in Computer Science and Engineering from the Royal University of Phnom Penh (RUPP) in 2001, and Bachelor’s degree of Business Administration from National University of Management (NUM) in 2002.

Mr. Phannarith is currently the Director of ICT Security Department, Ministry of Posts and Telecommunications (MPTC) and a Research Fellow in the Centre for Inclusive Digital Economy (CIDE) at the Asian Vision Institute (AVI). He has been involved in the development of ICT related activities since 2001 in Cambodia. Mr. Phannarith is a regional cybersecurity expert and has been invited to present in global conferences, forums and seminars. He was awarded in Information Security Leadership Achievements (ISLA) in 2016 by (ISC)2 and in December 2012 as one of the top 10 Chief Information Security Officers (CISO) in ASEAN by the International Data Group (IDG).
