Serey completed his PhD in human geography at Hong Kong Baptist University (Hong Kong) in 2013 and MSC in regional and rural development at Asian Institute of Technology (Thailand) in 2015. Internationally, he has been appointed as a Senior Visiting Fellow or Associate Professor at Academy of Korea Studies, South Korea and a Visiting Scholar or Assistant Professor at University of Washington, USA. Also, he is a Visiting Scholar at Massachusetts Institute of Technology (MIT), USA, the University Technology Malaysia (UTM), Malaysia and the Central European University (CEU), Hungary.
Since 1999, he has worked with various NGOs and UN agencies in Cambodia and Thailand. In these recent years, Serey is an active academic researcher; his academic papers have been published in international peer-reviewed manuscripts: International Journal of Water Resources Development, Singapore Journal of Tropical Geography, Forum for Development Studies, Journal of Asian Public Policy, Journal of Development and Migration, World Development Prospective, Regional Sustainability, South East Asia Research, Lakes & Reservoirs: Research & Management, Advances in Global Change Research, Journal of AIDS and HIV Research, Nova Science Publishers, SEPHIS e-magazine and LAP LAMBERT Academic Publishing. Moreover, he is a peer reviewer for Geoforum, Asian Politics & Policy, Agricultural Science Research Journal, International Journal of Environment and Sustainable Development (IJESD), Journal of Agricultural Science, Journal of Environmental Planning and Management Water resources and rural development.
Serey, is holding a position as Vice Head of Research Office at the Royal University of Phnom Penh (RUPP) is an Editor-in-Chief at Insight Cambodia Journal of Basic and Applied Research of the Royal University of Phnom Penh (RUPP) and Editor-in-Chief at Cambodia Education Review (CER) of the Ministry of Education Youth and Sport. He also serves as international editorial board for Cambodia Journal of Natural History of the RUPP and Mekong Connect of the Asian Vision Institute (AVI).
