នៅថ្ងៃទី១២ ខែកញ្ញា ឆ្នាំ២០២៥ នៅទីក្រុងប៉េកាំង លោកបណ្ឌិត ឆេង គីមឡុង ប្រធានវិទ្យាស្ថានចក្ខុវិស័យអាស៊ី (AVI) បានចុះហត្ថលេខាលើអនុស្សរណៈនៃការយោគយល់ជាមួយ Silk Road Think Tank Association (SRTA)។ ក្រុមស្រាវជ្រាវចំនួនប្រាំពីរផ្សេងទៀតមកពីអាស៊ី អាហ្វ្រិក អឺរ៉ុប និងអាមេរិកឡាទីនក៏បានចុះហត្ថលេខាលើ MoU ដាច់ដោយឡែកដើម្បីសហការជាមួយ SRTA ។ MoU នេះផ្តោតលើ “ការពង្រីកការផ្លាស់ប្តូរ និងកិច្ចសហប្រតិបត្តិការក្នុងក្របខ័ណ្ឌនៃគំនិតផ្តួចផ្តើមខ្សែក្រវ៉ាត់ និងផ្លូវ” ដែលដឹកនាំដោយស្ម័គ្រចិត្ត និងផ្តល់ផលប្រយោជន៍ទៅវិញទៅមក។
តាមរយៈភាពជាដៃគូនេះ SRTA នឹងផ្តល់ AVI ជាវេទិកាមួយដើម្បីចែករំលែកព័ត៌មាន ធនធាន និងសមិទ្ធិផលនានា ក៏ដូចជាការអញ្ជើញអ្នកតំណាង AVI ចូលរួមការផ្លាស់ប្តូរការសិក្សា ទស្សនកិច្ចសិក្សា និងកម្មវិធីដែលបានសហការនានា។ លទ្ធផលនៃការសិក្សាទាំងនេះនឹងត្រូវបានចែករំលែកជាសមូហភាព ដើម្បីពង្រឹងការចែករំលែកចំណេះដឹង និងការច្នៃប្រឌិតក្នុងតំបន់។
កិច្ចព្រមព្រៀងនេះគឺជាជំហានដ៏សំខាន់មួយក្នុងការជំរុញកិច្ចសហប្រតិបត្តិការរវាងអ្នកស្រាវជ្រាវកម្ពុជា និងចិន ដោយភាគីទាំងពីរប្តេជ្ញាឆ្ពោះទៅរកកិច្ចសហប្រតិបត្តិការកាន់តែស៊ីជម្រៅ និងការសន្ទនាប្រកបដោយនិរន្តរភាពក្នុងរយៈពេលប្រាំឆ្នាំខាងមុខ។
AVI នឹងធ្វើការជាមួយ SRTA លើការស្រាវជ្រាវរួមគ្នា ការវិភាគគោលនយោបាយ ករណីសិក្សា និងការវាយតម្លៃគម្រោងទាក់ទងនឹងគំនិតផ្តួចផ្តើមខ្សែក្រវាត់ និងផ្លូវ (BRI) គំនិតផ្តួចផ្តើមអភិវឌ្ឍន៍សកល (GDI) និងគំនិតផ្តួចផ្តើមអភិបាលកិច្ចសកល (GGI) ក៏ដូចជាក្របខណ្ឌផ្សេងទៀតដូចជា ច្រករបៀងត្រី និងស្រូវ និងច្រករបៀងឧស្សាហកម្ម និងបច្ចេកវិទ្យា ក្រោមកម្មវិធី Diamond Hexagon Cooperation the Mekong Subregion-La ។ AVI ប្តេជ្ញាគាំទ្រប្រទេសទាំងពីរក្នុងការជំរុញលទ្ធផលជាក់ស្តែងនៃការកសាងសហគមន៍កម្ពុជា-ចិនគ្រប់រដូវកាល ជាមួយនឹងអនាគតរួមគ្នាក្នុងយុគសម័យថ្មី ក៏ដូចជាកិច្ចសហប្រតិបត្តិការជាមួយសហគមន៍ក្នុងតំបន់ និងអន្តរជាតិ។
On September 12, 2025, in Beijing, Dr. Chheng Kimlong, President of the Asian Vision Institute (AVI), signed a Memorandum of Understanding with the Silk Road Think Tank Association (SRTA). Seven other think tanks from Asia,Africa, Europe and Latin America also signed an MoU, separately to join SRTA. The MOU focuses on “expanding exchanges and cooperation within the framework of the Belt and Road Initiative” guided by voluntariness and mutual benefit.
Through this partnership, SRTA will provide AVI with a platform to share information, resources, and achievements, while also inviting AVI representatives to academic exchanges, field visits, and collaborative programs. The outcomes of these studies will be collectively shared to strengthen regional knowledge-sharing and innovation.
This agreement marks an important step in advancing cooperation between Cambodian and Chinese think tanks, committing both sides to deeper collaboration and sustained dialogue over the next five years.
AVI will work with SRTA on joint research, policy analysis, case studies, and project evaluations related to the Belt and Road Initiative (BRI), the Global Development Initiative (GDI) and Global Governance Initiative (GGI) as well as other frameworks such as the Fish and Rice Corridor and the Industrial and Technological Corridor under the Diamond Hexagon Cooperation and the greater Mekong Sub-region projects of the Mekong-Lancang Cooperation program. AVI is committed to supporting the two countries in advancing the practical outcomes of the building an all-weather Cambodian-China community with a shared future in the new era as well as to cooperating with regional and international communities.
